THE ANSWER IS….B…..The Bishop of Rome (because he was the direct successor of St. Peter)

St. Ignatius, who lived during the apostolic age, said that Rome held the “presidency” of all the churches. St. Irenaeus, in 189 A.D., said all churches “must agree” with the Church in Rome.

According to the Council of Constantinople I: "The bishop of Constantinople shall have the primacy of honor after the bishop of Rome, because his city is New Rome" (canon 3 [A.D. 381]).
